Introduction

Veolia ES Cleanaway Pitsea Marshes Trust (VESCPMT) was set up 10 years ago as a Distributive Environmental Body (DEB) under the Landfill Tax Credit Scheme (LTCS), recently renamed the Landfill Communities Fund (LCF), to receive credits from Veolia ES Limited (previously Cleanaway Limited) as a Landfill Operator for distribution to Entrust-registered projects. It is registered with ENTRUST, the DEB regulator. The level of the annual funding it receives varies according to the tonnage going to the Pitsea landfill site but in recent years it has been approximately £600,000.

Another company, the Veolia ES Cleanaway Pitsea Marshes Maintenance Trust (VESCPMMT), was established specifically to provide funding to ensure that the Pitsea landfill site is ultimately managed for controlled public access and nature conservation and is accessible by the public after the 5-year post-closure statutory period. This trust was set up in acknowledgement of the fact that the local authority could not fund public access and that nature conservation bodies, such as the Essex Wildlife Trust, would only be able to manage the site for nature conservation and controlled public access if a long term funding stream was available. VESCPMMT does not make project grants.


Scope

The VESCPMT is for the benefit of the public of the District of Basildon and the Borough of Castle Point, with priority being given to projects located south of the Fenchurch Street to Southend railway line. It aims to work with the local communities to promote the conservation, protection and improvement of the environment and to provide facilities in the interest of social welfare and recreation. The Trust has also supported research into sustainable waste management, such as the Aerox waste reduction scheme.

As a DEB, it receives applications for funding from a diverse range of local projects. These need to meet Entrust requirements and be registered as an approved project before they can receive funding. Only Entrust registered projects are funded. General examples of the types of projects we can fund include community or church hall refurbishment, heritage building repairs, park play equipment and environmental improvements.
As at 31st March 2007, 193 projects had been funded at a total cost of £7.3 million

Governance

VESCPMT and VESCPMMT are both companies limited by guarantee, filing annual accounts at Companies House and they are also registered charities. In both cases, the trustees are appointed for three years. They review all new project applications and ongoing projects. The two sets of trustees, which are not identical, are made up of organisations and individuals with a local interest. Apart from Veolia ES, the other trustees are the District of Basildon, the Borough of Castle Point, the Environment Agency, Natural England, the Essex Wildlife Trust, Essex County Council and individuals, Martin Wakelin, Stephen Chandler, Robin Squire and John Robb.

A Trust Secretary, Robin Squire, supported by a Project Officer, Gary Baker, and a part-time Trust Administrator, Gill Bitschiné, administer the VESCPMT and the VESCPMMT. The trust offices are at:
